Graphically setup user permissions (frontend to chmod and chown)

Is there an easy way to setup user permisions similar to the way it can be done in windows XP and 2003?

if you own the file as the current user using a file manager you can just right click go to properties permissions....and chmod that way.....of course you could do this to any file as root.....

but whats so hard about

chmod 755 /home/porn/???.mpg
or
chown dickneck /home/porn/???.mpg

I hoped/assumed that it would be possible to set permissions in a way where multiple different users would have different permissions instead of just the owner and a group
