I am on a project in which I have been asked to create a script of some sort to block known banned ip blocks from banned countries (Iran, Syria, Cuba and etc.) Is there a National Database of some sort?

There are several companies that will do this kind of thing. However because of the way IP blocks are getting traded around these days you really get what you pay for, so free databases tend to be less accurate.
I've a bash script I use that downloads their country data then creates a file I use as an include in apache vhost definitions and restarts apache to activate the blocks.
