who's "rooting" agin' me?

I have a root password that gets accepted and gives a command prompt with the "#" symbol.
However I'm being denied acess to alot of things such as
/proc/pci , /etc/X11/XF86 config, and this I'm not sure about this Kppp. I'm not sure because I do'nt know if it is included with Mandrake 9.1.
Yes, I have winmodem problems
Things were going sweetly a few days ago but now I'm getting paranoid, I thought root was omnipotent.

Probs 1) In hardware(Controle Panel) after MODULE comes UNKNOWN

2) AT each boot I get ACPI daemon Failed
I have a few Linux manuals ordered, enlightenmet is only a week or two away, but any help here would get me going again.
Regards
martin
