When do i get "/arm-elf/bin/ld:cannot find -lc" while compiling my project

HI,
i am new to the linux.I am getting following problem while compiling my project code with the Red hat enterprise linux version 9.

I am getting the following error
"/home/trailer/ecos/gnutools/arm-elf/bin/../lib/gcc-lib/arm-elf/3.2.1/../../../../arm-elf/bin/ld: cannot find -lc"

I am using the ecos arm-elf corss compilation tools to compile my project. Actually this code is compiled in india with linux(I do not know the version).

Could any one helps me in solving the problem.
