What is the equivalence of this statement in cygwin?


$ sudo apt-get install libgtk2.0-dev

That command is used in deb (Debian-type packages) systems. I strongly doubt that cygwin uses the debian-type package installation system. And does cygwin really use "sudo"? I didn't know that windows systems had anything like that.
My best guess is that there is nothing like that command for cygwin.

you should see 'dev' packages

open up the cygwin installer GUI and put a check on what you need
JUST LIKE YOU DID when you installed it
