STUPID QUESTION: Can 2 hosts enter the internet with the same IP ? without masq or other sort of proxy

They can both try, but only one can be active at a time. This could cause the two computers to conflict so that neither works, or they both flash on and off rapidly. What happens more typicaly for me anyway is that the computer that was most recently turned on gets the IP address and the other is disconnected.
