Question What distro and application do I use

What Distro and applications do I need to recognise, partition, and format a hard drive?
I am totally new in Linux and need to recover hard drives that are not recoverable in Dos or Windows.

You don't want to install linux, right? You just want to use it to recover.
This is a live cd that has all the tools you should need. Running chkdsk from the win install cd did not fix it, right?

I would say the sysrescuecd ( http://www.sysresccd.org )
but as you say you are new to Linux, do you know how to mount a drive via the shell? as many Linux rescue packages are ran via the shell and not very GUI friendly.

That said, it seems you do not want to rescue the data, so the gparted livecd will be totally fine for you and it is full of GUI goodness (also included on the cd I mentioned earlier).
