What are you trying to do?
What type of plugin do you want to install?

--Yes there are many people here willing to help you. Just tell us more about what you are installing and what files do you have. Don't copy yet, it will not work.

What is vim plugin? Is it the "vim" editor you mean? the gui version of "vi"? Why plugin? to which application you plug it in?

To run vim just issue command--

user@host--$ vim

then type--

user@host--$ :help <see the colon before letter 'h'>

a file "/home/user/.viminfo is automatically generated upon runtime you don't need to create it.

If this is not your problem tell us more what are you doing.

Hope this helps.

Goodluck.
