useage of the file /var/lock/subsys/local

Hello there....
Can any one let me know what is the useage of the file /var/lock/subsys/local and can I remove the following line from /etc/rc.local script?

touch /var/lock/subsys/local

Together with the PID file it's an indication the process is active?

Yes you can but that doesn't mean you must.
Maybe you should explain why you want to do that?
