Is this linux mint 19.1? If so, you can launch the update manager from "first steps" in the welcome window that appears at the beginning of a session. Welcome can also be launched from Menu --> all. By the way, did you verify that your downloaded .iso file is not corrupt?
At a bit of a loss to understand your reply as am not offered a 'Welcome Screen' on startup .... all i get is a black page with 3 options on offer @ the top i.e. Linux 19.1 Cinnamon/Windows Boot Manager/Setup ... neither can I see a Welcome on offer via the All Applications menu ..... as regards possible corrupt ISO, I routinely run a Hashtag check on new software .....

This sounds to me like the GRUB bootloader screen.
The welcome screen that pholland refers to appears after you log into Mint. (It appears by default, but can be unchecked so it does not appear subsequently.
When you select Mint at the bootloader screen, what happens? Also, what happens when you select Windows?
Linux start sequence = select Linux in Grub bootloader/after delay with blank screen, Mint logo appears in middle otherwise blank page (beneath is a series of 4/5 green dots that scroll left to right)/another delay with blank screen/desktop appears
Windows ...... select Windows Boot Manager option Grubloader page/that page replaced by page with 'Starting Windows' appearing/page where the elements of the Windows logo come together/log-in page where p/word entered/then to desktop ....

I think you have gotten to the login screen here. If you selected the default boot with password option during setup, there should be a password box at the left side of the screen. Enter password, hit return, and wait through another Mint logo/blank screen sequence to get to the desktop. A few seconds later the welcome window appears.

Is it a blank screen or is it a desktop?
Perhaps you could post a photo of it. It sounds as if you do not get a login screen, which would indicate something is broken with the Mint install.
Thanks for the input one and all .... going to mark the topic as 'solved' and start with a new broom in the shape of 19.2 ... there are other issues with my 19.1 ..... hopefully I've learnt a bit from my time with 19.1(apart from how to break it!) ....all part of the learning curve ....
