First thing I'd check with a new build, would be the cable connections and BIOS settings. Make sure when your system is booting, that it sees the drive, and at least returns the manufacturer codes/ID's in the POST. After that, if you've got your boot order set up right, it should hit the drive, and spin up a disk to try to boot from it, before trying the hard drive. If it does neither, suspect the cables, drive, or controller are bad/not configured/not plugged in tightly.
