total free space is different than actual

I am using Redhat linux4.

I have mounted /database in /dev/sdb which has disk storage size of 32 GB.
'/database' has content of about 12.7 GB but the free size it is showing is 4.2 GB

Due to this I could not create a tablespace in oracle10g which is of about 13 GB.

Before I had made tablespaces but already deleted as I have made totally new oracle10g installation after clearing the whole space.

Please any help to free out the space not in used..

Do you have more than one partition on /dev/sdb?
fdisk -l
http://linuxcommand.org/man_pages/fdisk8.html

df -h
will show you drive size, used, and available.
http://linuxcommand.org/man_pages/df1.html

ls -a -l
will show you the files and size in a directory. Including hidden files.

rm
will remove unwanted files.
