Question "the utility ar is not in your PATH"


I get this message whenever I try to install a download:

"the utility ar is not in your PATH"

any ideas? kinda new at this and not sure how to proceed. checked the FAQ's and tutorials but found nothing that helped.

I'm running Debian 3.1, and am rather new at it. can anyone help?
