TCP port in CLOSING status

Anyone run into an issue where the outbound connection is stuck in a TCP CLOSING status on the port when the process is stopped?

Any ideas on clearing the port connection from Unix command line?
No active process to kill.

No information, no ideas. You don't say what distribution, application, port, network configuration, ... or anything else.
