I'm not aware of any talking clock. However, you may be able
to merge a text-to-speech program with a clock utility. Some
TTS programs are

http://www.cstr.ed.ac.uk/projects/festival/ (non-commercial; Festival)
http://accessibility.kde.org/developer/kttsd/ (non-commercial; KTTS)
http://www.speech.cs.cmu.edu/flite/ (non-commercial; Flite)
http://freetts.sourceforge.net/docs/index.php (non-commercial; FreeTTS)
http://perlbox.org/ (non-commercial; Perlbox.org)

The flitz page even mentioned talking clock, i.e.,
"along with a sample limited domain talking clock.".

A LInux Talking Clock

Don't know if you're still interested but,

http://charlessocci.com/2009/05/27/a...talking-clock/

is a really simple implementation, which works okay.

Cheers!
