That can always depend on what desktop or window manager your using. Usually the easiest way to find out is just open up your interface to change the wallpaper and usually the first directory it opens is the default directory I would presume.
in RH9 it stays at the last folder opened. All you have to though (just found this) is right click on the desktop and click Use Default Background - quite usefull button
