from all of the output you have posted here, it would appear that fedora isn't aware of the existence of your sd card reader. your title says it has never worked so i am assuming that means the same was true with ubuntu.
at this point though it seems like it is out of the realm of software (and therefore linux) and more of a hardware issue.
for me that would lead back to the fact that it is still under warranty and even though dell wasn't able to deal with your ubuntu issue, this seems like it should be easier to deal with. if i have
the correct owner's manual, on pages 41 to 43 i see instructions for removing and reinstalling the front input and output panel. it seems possible that there could be a loose connection that you could reseat if you are open to a little maintenance. given the status of your warranty, it would seem like dell should be able to get you a replacement part.
