The normal situation is that once you install a Linux Distro (for example - Mint Victoria) on a machine with MS Windows pre-installed - then you will get a GRUB menu.
The GRUB menu allows you to toggle between MS Windows and one or many linux distros to boot into.
You don't need to toggle in bios.
You don't seem to have this scenario.
You seem to have a uefi/bios issue where linux GRUB menu does not know you have separate storage drives. With separate operating systems (i.e Windows).

1. Yes. You can create a virtual machine in Linux Mint. And then run a Windows OS in the virtual machine. And then operate your Canon printer which has the necessary drivers in the virtual Windows OS.

You will need to install a virtual machine program. Wine is specifically made to play PC games on Linux.
Wine is not made to run a MS Windows compatible
printer on a linux distro.

Linux distros don't have all peripherals work out of the box like MS Windows.
So you need a dual boot system with Mint and MS Windows.
You need to transfer data from Mint to Windows so you can print from your Canon printer.
The important thing is you need to find out how to dual-boot from a GRUB screen and not from uefi/bios.
