Rescriting SCP


Hi
I have CentOS 6.5 and squid3.5.5 running which routes my internal LAN(192.168.60.0/24) to the net.
Recently I have seen users doing scp to the internet which consumes huge bandwidth (>8Mb out of 10 Mb speed).
Is it possible to restrict at the server so that scp downloads (for internet not LAN) cannot use more that 2 Mb of bandwidth?

I would say the server cannot see the actual command executed on the client therefore you can limit the bandwidth only by clients.
