If you are using "localhost:7001" then you must be using a web browser directly on the server, correct? If not, your problem is you shouldn't be using "localhost" but rather the IP address of the server.
The way you changed your IPtables rules is fundamentally wrong, because even though you may have opened the port on (1), you didn't save the rule set, so when you restarted iptables (2) you erased the fact that you added a rule.
Before changing your firewall though, your default IPtables rules will allow you to connect to localhost:{any} (assuming you are on the local console). So, because you said that didn't work, you should first check that there is a service listening on port 7001:

netstat -pantl |grep :7001
If the above doesn't return something listening on that port, then you need to go back and check your weblogic logs to find out why it is not.
