Panning with middle mouse button

In opera I can click the middle mouse button and get panning arrows, that means that I move the mouse up a little and the page goes up. How can I enable this as default behaviour for all aplications in KDE? I poked around in the Control Center and preferences, but found nothing. And I was stunned to find nothing on google. Is this possible?

Welcome to my world, Google hates me..

Panning on a mouse middle click is an Opera specific feature, and not something built into KDE that Opera just puts to use.

Yes, I figured as much. But just as there are certain 'defaults' that I can assign (such as switching the left and right mouse buttons) that apply to all programs, I thought that it would be logical that the GUI would make features like this available as well.

Does google hate you? Because google and I get along just fine most of the time,...
