NTP problem

Folks;
I hope someone can help with this. I'm trying to point a Linux server to a NTP server that uses GPS but I'm getting errors on the Linux server and i see that the Linux server is not synced to the wrong server not to the NTP server. Below is the output of ntpq -p.
(The * should be next to the SyncServer not to the other one)

well as it's listed as a strata 16 server it's just not reachable for some reason, either on the network, or not providing valid responses.

and if you could just delete some of those ='s or put the text in a [ code ] box that'd be awesome.
