If Mint Cinnamon is like Mint MATE, it does not use xscreensaver. Instead, it uses cinnamon-screensaver, which, like MATE screensaver, gnome-screensaver, and kscreensaver, is a lamer respin of xscreensaver.
I do know that xscreensaver has a "disable screensaver" setting. I just took at look at mate-screensaver (I have Mint in a VM) and it does not seem to have a "disable" setting in the screensaver controls, which I would consider a gross oversight. Accordingly, I'd not be surprised if cinnamon-screensaver were similarly crippled.
One of the first things I do when I install a distro which uses some lamer xscreensaver derivative is replace it with the real thing. It's quite easy to do with standard package management tools.
I've also been puzzled by the name, "xscreensaver-demo." I reckon it means that you can demo the various screensavers and choose and configure the one(s) you wish to use.
If you start xscreensaver-demo and the xscreensaver daemon is not running, xscreensaver-demo will ask to start it.
