Measure energy consumption

I want to measure the energy consumption required for the process scheduler programme. Can OS kernel scheduler save the enrgy consumption of the process. What performance tool can be used to measure the energy for battery limited Devices. Powertop and powerstat gives the parameters for whole system.

Not sure you can equate this to a particular process, but instead the duration of a state in your system, for clock rate.
