making counter-strike server but annoying .bin file

I want to start my own cs server on Redhat 9....I'm doing what the directions say to do but when I go install the Hlds_l_3111_full.bin it doesnt work...I've checked almost every single post to execute a .bin file and they tell me to write chmod +x hlds_l_3111_full.bin
then write...
./hlds_l_3111_full.bin
and it doesnt work....i realized that the people who wrote the post dont't have the red hat program...Is there a different way to do this for RedHat 9.....

DESPERATE!! PLEASE HELP!
