1. download diagnostic tools from the hard drive manufacturer (or use any that came with the drive, i.e., on a floppy) to test the drive.
2. are you installing from a CD, and if so, have you installed from it before? if not maybe the CD is bad/corrupted (did you check against the checksum?), or if so maybe it has been damaged since then.
3. check the cables leading to the drive and mobo for loose connections, and check to make sure the jumpers are set correctly for how you are using the drive (master, slave, etc.)
Was it the MBR, first sector of a partition, boot sector of a floppy?
Write down the error section at the bottom of the kernel panic message and post it - the kernal panic will tell us what the problem is - I once had a kernel panic message which suggested that the root filesystem couldnt be accessed.
