limiting CPUs used in a machine

Dears,,

what is the difference between maxcpus=N in /boot/grub/grub.conf
and
nr_cpus=N in /boot/grub/grub.conf

I know I can disable a processor online but I need this change to be permanent

nr_cpus is a hard limit - CPUs can't be added later. See here for definition of both.
