kstartupconfig : no such file or directory ??? 0_0

kstartupconfig : no such file or directory ??? 0_0
When i try to do startx logged in my "user" appears the box "could not start kstartupconfig, check your installation". If i look the shell i see the following 2 lines:
/opt/kde/bin/startkde error line 76:/opt/kde/bin/kstartupconfig : no such file or directory
/opt/kde/bin/startkde error line 80: /home/"user"/.kde/share/config/startconfig : no such file or directory
then i checked if files exist and (incredible) kstartupconfig exists and stays in the correct path....
Firstly, we need to know what PC you have!
Secondly, what Linux distribution?
Thirdly, what level are you at: complete newbie, beginner, improving, expert...
I am thinking (guessing) that you actually haven't got KDE fully installed!
