KDE's "Run Command" not working for URLs


I am using KDE 3.3.1 (had same problem before w/ KDE3.2.3)
Distro is Fedora Core 2.

My problem is that when I use Run Command to type in a URL or web shortcut the page is downloaded to /var/tmp/kdecache-<usrname/krun/ and then attempted to be opened locally where it doesn't work. When I first started using KDE this feature worked. The only thing I did around the time it broke was update to KDE 3.2.3. I haven't found a solution anywhere else online so I'm hoping someone can help.
