What is special about it?

How does the PC communicate with the TV?
Is it a TV?
Once you figure these things out, it should be easy to set up or post a better problem.

Your Screen. On your Apple TV.
AirPlay mirror your Mac or PC's screen to your
Apple TV, wirelessly.

2.5 MB - Free Download is a limited time trial and AirParrot requires OS X 10.6.8+ or Windows XP and greater and AppleTV 2 or 3. (airparrot.com)
