Instant restriction in squid

Hi!
I use CentOS 4.4, squid ...
I couple of my users sometimes use very big bandwidth. Is there any instant restriction (I mean stopping the internet for specific users) for specific IPs in squid?

Thanks!

You could add an ACL to deny them access.

Adding an ACL is a big process (editing file, restarting squid). I want just a command for stopping internet for specific ips. Don't you know maybe similar commands?
