I need to download and view iphone android apps on my desktop without a sim what's the best way to do that?

Without a sim card, I need to download and view iphone android apps on my desktop without a sim what's the best way to do that using virtual machine?
I will not be playing games, strictly for viewing purposes only without a real smartphone or sim but I still need to view as if I had a phone in my hand except on my desktop. Thanks in advance.
