Welcome to LinuxQuestions.

pscp is a windows command line version of scp can be downloaded from http://www.chiark.greenend.org.uk/~sgtatham/putty/.

Alternatives to pscp are filezilla and winscp GUI applications that use sftp.

What distribution/version are you running? Is the ssh server running and the firewall if running allows ssh connections?

I would add pscp to your path environment.

Once the above steps are configured then you can type the command as posted. You need to be in the directory where your file is located or use the full path.
