how to setup cups for complete newbie

Where is a complete newbie guide on how to setup up cups on a local network so all computers on 192.168.0.* or so, can access and print on the printer? Preferably without samba.

Start here: https://www.cups.org/documentation.html. Samba is not required. If the printer is connected to the network, it can be reached from all computers that have CUPS installed. If not, it can be shared by the computer to which it is attached.

Your distro may have its own guide, for example Debian: https://wiki.debian.org/SystemPrinting, or Arch: https://wiki.archlinux.org/index.php/CUPS.

If computers are running linux/cups you can select share printers connected to this system from the cups web admin page regardless of how it is connected.
If the firewall is running make sure it allows cups traffic.

If some computers are running Windows you can use cups directly without samba.
