I don't know about spec files, but you can make an rpm from any source that uses make for installing:
http://checkinstall.izto.org
or
http://asic-linux.com.mx/~izto/checkinstall/

Unfortunately, both sites seem to be down.

HTH,

Samsara

Edit: Both sites are up again.

Checkinstall does work pretty well for source packages. Try rpm.org for help with spec files & such, there is also a way using rpm to create rpm's from source packages as well, but I forget the syntax at the moment.

Take a look at the how to at rpm.org, I found it very useful when I first started building rpms. It maybe a bit dated, so you may have to look for other sources.
