I am a novice for the Linux to run.
I have a problem with installing other programs on the ubuntu?
Most programs I have got are exe.files for the Windows OS.
Can you help me?
To run Windows software on Linux you'll have to use wine https://www.winehq.org/ keep in mind that not all Windows software works in wine. Another choice you'll have is to install Windows in virtualbox https://www.virtualbox.org/ on Linux.
There is also a lot of great alternative software available through the Ubuntu software manager.
(As an aside, you are not really clear about what you mean by "virtual package." The more detail the better.)
Windows executables (*.exe files) will not work on Linux. You have two primary choices: Wine or a Windows virtual machine on your Linux system. How Linux works beneath the surface is quite different from how Windows works.
The file extension for Debian based operating systems like Ubuntu is .deb, .exe is for Window. Installing .exe in Linux is like putting a Ford engine on a GMC vehicle, it don't work without a lot of extra work.
I tried to use linux alternative software, there are a lot for everything you need... but when I not have alternative I have a virtualized windows installation... is easier than use wine.

You're certainly not going for something simple. I see from the Kamus web page that the program is an English to Indonesian dictionary which appears to only run on various flavours of Windows.
Having a quick Google for an English - Indonesian dictionary I get Glosbe
There is also Stardict which may be of more interest but other than that I think you need to look yourself as you are the only person who knows what you both want it to do and expect it to do.
Also, if it's for use within a word processor, you can try this dictionary for use with the LibreOffice suite which is one of the main Office suites used under Linux.
