Nokia cell phones can be connected via USB or Bluetooth (and old ones via infra red), depending on the model.
Once connected, several things can be done such as using the phone as a modem, up/downloading files to/from the phone, automating dialling numbers, sending SMS ...
What do you want to do with the phone? You mention VoIP; do you want to use the phone as a communication link and make the computer an IP phone?

yes I want to use the mobile as a communication link and make computer an IP phone. The idea is as follows:
As shown the picture attached, there must be three mobile phones at least
In summary I want to make a call to another person related to the Programme skybe for example, or any other program and I do not have any program skybe or possible to say that my phone is not of the devices of modern install program skybe example, a nokia3310 and by usefull of open source for VOIP so that I can transfer the call from the semi-cell phones to the Internet and vice .
Thanks for the explanation. It is clear now. Nice diagram BTW
I can't help much more because I haven't done any of those things. Using a cell phone as a modem is routine. The tricky part is finding the software to make a Linux computer act as an IP phone and integrating it into an IP phone service provider's network. If you don't want to use Skype and you do want FOSS, maybe linphone or twinkle.
