how do i install mp3 support for fedora?

I am trying to install mp3 layer support for fedora ( it is not in the distribution yadda yadda) so i download the support for xmms . and now my mp3 title goes across the player.. but it doesn't play the file.

My sound drivers ARE installed correctly and the sound is turned up. smile

because the test sounds etc work in the config panel:
