Apparently your ftpd (ftp server) is not working.
you will find a directory (folder) called xinetd.d in /etc with services files there. Telnet, ftp, smb, etc...

edit the file wu-ftpd

service ftp
{
socket_type = stream
wait = no
user = root
server = /usr/sbin/in.ftpd
server_args = -l -a
log_on_success += DURATION USERID
log_on_failure += USERID
nice = 10
disable = no
}

change the disable to "no" and put it if it's not there.
restart xinetd: service xinetd restart
