file/user permissions?

I have been using linux for a while now but theres still a big thing I dont understand, and that is file and user permissions. (things like chmod, and adding users, and changing permissions to allow users to do different things)

All the tutorials i have seen just confuse me alot and I was wondering if anyone knew of an easy to read tutorial on that subject.
