Try /sbin/useradd or /usr/sbin/useradd.

Check your $PATH variable. Is /sbin in the path?

thanks, i found the adduser/useradd in /usr/sbin, and i used

export PATH=$PATH:/usr/sbin, to set the path variable, but after a reboot, i will have to set the path again, is any way to set the $path once , so each time it reboot, the will automatically set the path
