Is "make modules" step needed to install a new kernel ?

I did "make bzImage" to compile kernel. Won't that kernel be useful without compiling modules ? Do the downloaded kernel has someother modules which need to be compiled manually ?
It all depends on how you configured your kernel. If you've created a monolithic kernel with no modules then the make modules_install is not necessary but if you have any modules in your kernel and you need to use them during runtime you will be missing that functionality.
Check your config and your needs and you'll know if (for your particular case) make modules_install is necessary.
