Digiboard accel4r sending modem commands to terminal

I have the following line edited into my /etc/inittab file:

7:2345:respawn:/sbin/mgetty tprD000 Dt38400 vt100

Each time I bring the system up, all I get is a an "ATQ string like a modem. What have I omitted in my setup. I'm using Red Hat 8.0. It doesn't matter which terminal I'm using - they all do the same thing.
