Debian install error: packages.gz not pre-downloaded


I'm trying to install Debian Woody, and while installing the basedebs.tar, I received an error message as follows: "/dists/woody/main/binary-i386/Packages.gz was not pre-downloaded." The installation is halted, and loops to allow me to correct the problem, if only I knew how. Can you tell me what I need to do at this point? Thanks.
