Dbus development files required

can any one tell me how to install Dbus package for gutsy.hav already downloaded it.the installation of Dbus itself needs Dbus!!!!!!!!i cannot install any application softwares on my pc because of my dbus not found error....i cannot install it directly in terminal because of slow net connection.also when i try to shutdown the pc,it gets stuck saying dbus not found.i hav to kil it forcibly.

no. my net connection is too slow.so i hav to install it through package

What is your distro again?
dbus should be already installed if you are running gusty...

it is installed and i have checked it.still the error cannot be resolved...
the following is the error message when i tried to upgrade it from package manager

W: Failed to fetch http://in.archive.ubuntu.com/ubuntu/...untu2_i386.deb
404 Not Found
