crontab edit not allowed

Hi,
I am issuing crontab -e from a normal user account but it shows me the following error
You (<user>) are not allowed to use this program (crontab)
See crontab(1) for more information

Following the crontab mannual i edited the cron.allow file restarted the crond and got the same error.

Any idea why is this happening. I guess my machine has got PAM as well but i have no idea regarding PAM.

Try creating an empty cron.deny.

What did you put into /etc/cron.allow?
What contains the file /etc/cron.deny?
