Debian is one distro, Ubuntu is a different one. (Ubuntu is built using Debian, but they are not the same.)
Ubuntu has 20.04 and 21.04 versions - 12.04 would be a really old version. (The first two digits correspond to year of release; Debian uses a simple sequential number and is currently on 10.x versions, with v11 in testing.)
There's a few ways to confirm the distro+version - there should be an "About" option somewhere that'll tell you, or open a terminal and enter either "
lsd_release -a" or "
cat /etc/*release" should work with most of them.

CPython is the default version of Python, and you shouldn't need to build it, simply install it as you would any other software. (Though there are potential complications regarding Python 2.x vs Python 3.x but we can cross that bridge only if it matters.)
Start at the beginning - what are you trying achieve? (i.e. why do you think you need to build Python?)
