Cant See Files in FTP

when i make a new user and it makes the home folder i cant write to it in ftp the permissions are 777
Code:
drwxrwxrwx 3 Birmo0803 Birmo0803 4096 Feb 8 23:26 Birmo0803
but it still wont let me upload anything i even changed the ftp config to allow me to login as root and even then i cant do it it will let me access all the other home folders from previous users. just not anything new. i just got this machine i had all my other users and home folders on the other machine and copied them to the new one and added all their login info to passwd and shadow so im really just having problems with new accounts created.

Also part of the same problem im trying to set up apache im using webmin/virtualmin i set it all up and seems to work i see the testpage in the browser but.. i dont see the public_html folder in ftp so i cant add the files.

Code:
drwxrwxrwx 2 codlist codlist 4096 Feb 8 05:08 cgi-bin
drwxrwxrwx 2 codlist codlist 4096 Feb 8 05:08 ftp
drwxrwxrwx 2 codlist codlist 4096 Feb 8 05:08 homes
drwxrwxrwx 2 codlist codlist 4096 Feb 8 05:08 logs
drwxrwxrwx 3 codlist codlist 4096 Feb 8 05:08 public_html
Please someone help

What FTP client are you using? And does your FTP client explicitly report the permissions on the directories you want to write to as 777?
