Can't Find "Users/Groups"

Am using UBUTU 6.06 LTS. I have "lost" how to access the USERS/GROUPS area. I found this in UBUTU "help":
----------------------------------------------------------
Getting Started
You can start USERS ADMINISTRATION TOOL in the following ways:
APPLICATIONS menu
Choose SYSTEM TOOLS-Users and Groups

COMMAND LINE
Execute the following command line: users-admin

When you start USERS ADMINSTRATION TOOLM you will be prompted for the administrator pass
Word. After entering the administrator password, the following window is displayed.
Figure 1 USER ADMINISTRATION TOOL main window
------------------------------------------------------
However, my APPLICATIONS menu does not have a "SYSTEM TOOLS" option and I cannot make the command line work. I have "done" something, because just a few days ago I could access this area (used it to set up alternate user name for myself) for making web and e-mail access.

Any ideas?

Try seeing if it got off the menu, use the Alacarte thingy. Or if it still exists, by seeing if it completes with [tab]. I can't remember, really, I haven't used ubuntu for a few weeks, I switched to arch.
