you need to refer to the standard documentation for basic questions. It'll install from an RPM like any other RPM and then you start the webmin service, e.g. "service webmin start". Any browser is fine.
I advise you to install it with yum. yum install webmin should do.
You need a browser with SSL support if you enable that (and I suggest you do that).
Webmin will start at system startup usually when installed as a RPM.
Using https is not a problem. It's that way for your own safety. Using an encrypted connection might not be important if you only use it locally, but it's vital if you will ever access your Webmin from another computer. If a cracker ever gets your webmin login info, you have just given him your computer.
